Every business owner who has shopped for security services has hit the same wall. One agency quotes ₹14,000 a guard. Another quotes ₹22,000 for what looks like the identical service. Both claim to be PSARA-licensed. Both promise "trained, verified personnel." So which one is actually cheaper — and which one is a liability waiting to surface at your next labour inspection?
The honest answer: neither number means anything on its own. A guard's salary is only one line in a bill that has at least six.
The Quote Is Never Just the Salary
When an agency tells you a guard "costs" ₹15,000 a month, that figure is the base wage — the part a client sees. It is not what a compliant deployment actually costs. Here's what sits underneath it:
- PF (Provident Fund) — 13%
of wages, employer's contribution
- ESI (Employee State Insurance) — 3.25%
, mandatory for guards below the wage threshold
- Statutory bonus — 8.33%
, payable annually
- Gratuity accrual
, for guards who complete continuous service
- Uniform, equipment, and pre-deployment training costs
— PSARA mandates a training period before a guard can be posted
- Agency service margin — typically 6–10%
, covering recruitment, supervision, and site management
Added together, these push the real cost of a "₹15,000 guard" up by roughly 35–45% over the base wage. An agency quoting a number that doesn't reflect this isn't offering you a discount. It's showing you a quote that assumes these costs won't be paid — by them, or eventually, by you.
Why the Cheap Quote Costs More Later
Under Indian labour law, the principal employer — that's you, the client — carries joint liability if the security agency you've hired fails to deposit PF or ESI, or underpays statutory wages. If that happens, a labour inspection doesn't stop at the agency. It reaches your premises.
There's also a quieter cost: guards who aren't getting their full statutory dues don't stay. High turnover on a security contract means constant retraining, unfamiliar faces at your gate, and a workforce with no reason to be invested in your site. The agencies running the lowest quotes are almost always the ones cutting these corners — and the guard standing at your gate is the one absorbing the difference first.
This is worth sitting with for a second: the PF, ESI, and bonus percentages aren't paperwork. They're the difference between a guard who can afford to stay in the job and one who's counting days until something better comes along.
The One Question That Filters Out Most of the Risk
Before comparing a single rupee figure, ask this: "Can you show me your PSARA license for this state, and proof of your last PF/ESI deposit challan?"
A PSARA license is state-specific — a license issued in one state does not authorise an agency to deploy guards in another. Verified license details can be cross-checked directly with the state's licensing authority. Any agency that hesitates on this question, or offers a "training certificate" instead of the actual license, has already answered it.
A Short Checklist Before You Sign
- Ask for the state-specific PSARA license number
and verify it independently — don't accept a photocopy at face value.
- Request an itemised quote
— base wage, PF, ESI, bonus, and service margin shown as separate lines, not folded into one number.
- Ask for proof of the last PF/ESI deposit
for existing guards, not just a policy statement that they're "compliant."
- Confirm the pre-deployment training
guards have actually completed, and when it happened.
- Get the minimum wage notification
the agency is using — Telangana's rates (like most states') are revised periodically, and a quote based on an outdated notification is a quote that will need renegotiating within months.
The Bottom Line
A security quote that looks 20% cheaper is either cutting a statutory corner, using an outdated wage base, or hoping you won't ask for the breakdown. All three become your problem eventually — as a compliance gap, a labour dispute, or a guard who quits mid-contract.
The fix isn't finding the cheapest agency. It's finding one that shows you the real number upfront, itemised, so there's nothing left to discover later.
