PSARA vs. No License: The Hidden Risks of Hiring Unregistered Security Guards

When you're hiring security for your office park, hospital, warehouse, or manufacturing unit, the pitch usually sounds the same: trained guards, round-the-clock coverage, competitive rates. What most vendors don't lead with is whether they're actually allowed to operate at all.

That's where PSARA comes in, and it's the one question that separates a real security partner from a liability waiting to happen.

What PSARA Actually Is

The Private Security Agencies (Regulation) Act, 2005  PSARA is the law that governs who can legally run a private security agency in India. In Telangana, agencies must also comply with the state's own Private Security Agencies Rules on top of the central Act.

To get licensed, an agency has to clear a real bar: a No Objection Certificate from the district Superintendent of Police, a signed MoU with a certified training institute to actually train its guards, background verification, and inspection before the license is ever issued. Once granted, a PSARA license in Telangana is valid for five years, after which the agency must renew typically starting the process at least 45 days before expiry to avoid a lapse.

In other words, a valid PSARA license isn't a formality. It's proof that an agency's guards were verified, trained, and vetted by the state before they ever stepped onto your premises.

What "No License" Really Means for You

Hiring an unregistered security provider doesn't just put the agency at risk, it puts your business at risk, in ways that are easy to overlook until something goes wrong.

No guaranteed background checks. Licensed agencies are required to verify criminal antecedents before deploying guards. Unregistered operators have no such obligation enforced on them — which means the person controlling access to your building, your assets, or your night shift may never have been vetted at all.

No verified training. PSARA licensing requires a training partnership with a certified institute. Without it, "security guard" can mean someone with zero formal instruction in emergency response, conflict de-escalation, fire safety, or basic protocol  until the moment you actually need them to know it.

Legal exposure for your business. If an incident occurs on your premises involving an unlicensed guard, your organization can be drawn into the fallout  regulatory scrutiny, liability questions, and reputational damage that has nothing to do with your core business, but lands on your desk anyway.

No accountability trail. Licensed agencies operate under a regulatory framework with renewal cycles, inspections, and a paper trail. Unregistered operators answer to no one. If something goes wrong, there's no license to suspend, no authority to escalate to  just a vendor that can disappear.

Insurance and compliance gaps. Many corporate insurance policies and client compliance audits now specifically ask whether your vendors are appropriately licensed. An unregistered security provider can quietly become a gap in your own audit trail.

Before signing with any security agency, ask directly:
